CORPORATE SERVICES The Director of Corporate Services is Mr David Briggs and reports monthly to the Corporate Services Committee. The Chairman for 2008/09 is Councillor Paul Givan and the Vice-Chairman is Councillor Peter O’Hagan.
The Departmental Purpose is: To empower, support and direct Managers and Members of Council as appropriate, in the delivery of administration, asset management, audit, District Policing Partnership, management, finance, human resources, information technology, insurance, internal audit, internal and external communications, Lagan Valley Island facility management, marketing, procurement services, legal co-ordination and a regulatory role. The Departmental Objectives are: - To provide appropriate support and facilities to elected members in order that they can fulfil their democratic role.
- To provide a responsive, friendly and effective service for all those who contact the Council.
- To manage on behalf of the Council, the overall resources in accordance with capital and revenue budgets agreed annually including the operation of an effective system of internal financial controls.
- To assist management in planning to meet objectives, which relate to the recruitment, development, retention, safety and welfare of suitably trained and qualified employees.
- To facilitate effective people and change management with regard to the implementation of the Review of Public Administration.
- To support managers and employees to ensure that all services provided by the Council meet best practice standards and represent value for money for citizens and customers both internal and external.
- To deliver effective marketing strategies that enable employees and customers to understand, support and participate in the work of the Council.
- To manage on behalf of the Council its insurance portfolio including the provision of effective and efficient advice.
There are 5 Units within the Department, Assistant Directors lead the following Units: (1) Human Resources Unit, (2) Financial Services and Information Technology Unit, (3) Central Administration Unit, (4) Marketing and Communications Unit and (5) Head of Audit is responsible for the Internal Audit and Insurance Unit and the following services are provided: The Department is committed to providing efficient and effective services and also value for money. Each year challenging key tasks and targets are set for each Unit, against the Departmental Objectives. Annually a Departmental Report is prepared measuring how the Department has performed against the key tasks, targets and performance indicators including its performance towards the Council’s cross cutting targets. This report also includes the key tasks and targets for the incoming year and is presented to the Corporate Services Committee where it is scrutinised and approved. The year 2007/08 was a very successful year for the Department as a whole with targets being achieved and in some important areas exceeded which demonstrates the Department is not only achieving its targets but is providing value for money. Absenteeism across the Council was set at 4.6% with the Department employees reducing this to 2.46% for the year. The rate increase for the year achieved was 1.93% which represents .0043p increase for Domestic Rates, which placed the Council in 22nd place of the 26 Councils’ league table. The Lagan Valley Island, the Council’s flagship, award winning Civic Building achieved a percentage increase in income of 16.3% which is £40,353.
